The ruler only works on magic and possibly "powers", not physical attacks
The physical counterpart of the ruler is on the Supreme Deity which works only on physical attacks, if the opposite power exist it only makes sense that the ruler does not work on physical attacks

Yeah the Ruler only inverts Magic attacks.
Which is the reason why the Sins used mainly Physical attacks throughout their bout against him for the most part.
But I think for the most part like Magic imbued weapons/ attacks used against him might be ineffective against the ruler.
