Here's what I'm thinking: if a specific character has many incarnations and many characters associated with them (like Superman and his villains, Batman and his Rouges Gallery), they get their own section. Should they have multiple alternate universe selves, the section will be split into 2 subsections: one listing the Elseworld's versions of the character the section is based on, the other listing the other characters associated with them.

I don't think that the Monitor automatically had the combined power of all regular matter universes. The Anti-Monitor had to absorb them in order to drastically increase his size and power.
