Darth Vader just TK Water at Preeminent, that's unless, the battlefield had no water at all.

Vader have pre-cog, so yes. Vader just TK Preeminent to a huge body of water, and to make sure that she doesn't escape.

Since, when Preeminent is as heavy as a town, just because the Preeminent have an tier comparable of a town, doesn't necessarily mean she's heavy as a town, it depends on the weight of this said character, if she is light, then Vader can TK her, If the Preeminent is heavy, Vader can't TK her.

Does, the Preeminent have any ghost allies, if not, then she's not gonna survive being destroyed by water, cuz, the Preeminent is dependent on ghost to make herself powerful and have a sort of Resistencd against water.

Vader just move to a place with a lot of water, and try to continuously TK water to the Preeminent and all of the souls she had consumed.

Vader doesn't know her weakness.
But wouldn't Vader would figure out her weakness after bit of fighting, it depends on the battlefield, if it had a lot of water, then Vader would probably figure out, if there is no water, then the Preeminent would consume his soul.

If they are fighting in, like, a city, then it would be unlikely. Beisdes, it's not very istinctive to just trow water at a ghost.
