Well just some details, but:
- Iihiko will only slowly turn into a snail
- 4 km is nothing at FTL
- about the rubber band, let's reminds that he kill Ajimu who is abstract and non-corporeal and govern speed and can be where ever she want -> likely he shoot you die. Yeah pretty unfair.
For information 4km -> 0,00001s at light speed and yeah Iihiko can react. I'm pretty sure that 0,00001s is enough in a slowly transformation

In this case, Iihiko cant react nor move at speed of light with speed equal. Iihiko and Weather basically have the same speed here

Actually...you are right. Both would have FTL reaction speed I think....but their movements speed would be not, since WR is Superhuman (Only his reactions are MFTL)

His Stand would be at the same speed of Iihiko, but Heavy Weather is kinda passive

Well Iihiko can only nulling skills that directly afect him or what he has done (Oudo can still use his skill even if it doesn't afect Iihiko). Therefore about this rubber band, their is two possibility:
- Iihiko, because of his statu of "hero", can somehow influence the plot or something like this to forcefully kill ajimu
- his rubber band don't give a **** about space, time and concepts
