This is incorrect/inaccurate. Koyomi managed to regen through it when he had around low to low-mid levels of regen. However, this is considered to just be Resistance to Death Manipulation (as they're regenerating from induced death) and wouldn't be applied to other verses.
tl;dr it doesn't neg regen, but regen doesn't usually save you from death manip.
