Creation from dreams and universe creation

If a specific character was put into an eternal sleep, and from his dreams created creatures that spread across existence, would that be some form of dream manipulation or something else?

Also, if you create a universe, and have it completely cover another universe, is that a 2-C feat?

I believe the first is really good Dream Manipulation as he's making his dreams are breaking into reality.

For the second, it would be a Low 2-C for creating a universe (so long as Time is involved otherwise it would be 3-A). I'm not sure one universe covering another universe is a 2-C feat tho.

So this would be dream manipulation. Since his dreams are mading shadow things (creatures) which sow chaos (across the spiral) even while sealed away and put into an infinite sleep
