Okay, I'll try to do my best analysis. With the speed equalized, Strange has more weaknesses, however Strange has a higher attack potency (with magic of course). Corvo has a higher durability assuming Strange doesn't use any magic. Strange also has more powers, but is easily restricted for using them, since he needs to move his hands. Strange is also considered smarter, however his arrongance can get in the way of that. Corvo technically has more stamina than Strange. If there was the off chance that Strange could get an overseer's music box, I think he would win, but since Corvo would simply need to sneak up on him, then restrain him from using his powers, he would likely be the winner.
