Conceptual hax in Blazblue

I guess the additions make sense. But what about Conceptual Manipulation resistance, who resisted it?

Anyone who resist Phenomena Intervention, which is a lot of people.
 
 
After evaluations, I think the characters have the resistance are all in Tier 5- since I find a lot of characters being unaffected by phenomena intervention which also give them Conceptual Manipulation Resistance
 
Someone like Hazama has 2-A resistance while 6-B. Many tier 5s has it, though not all of them, Arakune doesn't have tier 2 PI resistance. All tier 2 except Takamagahara has 2-A resistances.

There are 6-B! The 6-B are Tier 5 too. Arakune is Tier 7 and Phenomena Resistance, oh well.

 
 
Not all of them can resist PI. Characters like Bullet and Taokaka don't really have any showings of resisting it due to not having an EWI, or Celica's blessings to help them out.
 
Theglassman12, I know but have there are outliers in Tier like Arakune who is Tier 7 and have Phenomena Resistance. It is a better safe than Sorry Approach to have the list for all the characters to make a proper evaluation.
 
I know. Arakune shouldn't have PI resistance at all in his weaker tier. He only gains it during Chronophantasma where he's essentially given a device/weapon that makes him resistant to PI thanks to Relius
