I haven't read the rest of the thread, so sorry if this has already been addressed, but that is not at all what the new rule is. Space travel always needs extra justification to scale to combat speeds, whether it's travel to another solar system or travel across the universe. It doesn't matter how fast it is, since all of those types of feats are MFTL+ anyway.
