Having a Hierarchy start as High 1-A is extremely difficult if there is no 1-A or High 1-B Hierarchys/Structures to scale off of. The only way to do so would be via math, theologys, and the like.

Thus, most statements that make use of such comparisions would only amount to one further level into the tier, unless some additional context showing it to be higher is present.

The only way R>F can be used to justify High 1-A is if you can prove an infinite amount of Aleph numbers can't reach TOAA. Just having R>F isn't enough, as being a Aleph-3 is already greater than Aleph-2 and below by an immeasurable amount.
