Can a verse have multiple High 1As at the same time?

If a single fiction (comic or manga or novel whatever) has multiple characters whose difference between themselves an a baseline 1A is infinitely bigger than the difference between a baseline 1A and a 0 dimensional speck, would you allow that verse to have multiple High 1A categorized characters on your catalog? Lovecraft isn't getting downgraded, its just that the Nameless Mist is almost certainly nothing more than Yog Sothoth observed in a more primal form, with the Unnamed Darkness likely being the same. Demonbane is getting revisions due to ALRF, and there was an I/O thread that never concluded after Iapatus got banned for a month.
