Brain Unglaus and The Pleiades

how come you guys think Unglaus is multi city block level ?? since when he's on that level ?? is that because he manage to cut shalltear's pinky nail ? cause i think that was his greatest feats so far

and then,why the pleiades are only multi city block and possibly higher ?? if Evileye who is around their level said could destroy a kingdom or city,though i'm sure its not like she can oneshot a city but still can destroy it,that's mean via scaling the pleiades are also capable to do the same like her,and most of them are stronger than evileye
