Why does Doma's ice sculpture feat count towards his AP?

According to the rules set on the calculation feats page around the correlational between AP and creation feats, for a creation feat to apply to AP, the energy put into the creation needs to be able to put into an attack. But Doma never uses anything like this level of power to attack with. The closest thing to it is the sculpture itself attacking, but there is no reason the sculpture would be attacking with the same level of energy as it took to create it.

So why is Doma multi city block level when the feat doesnt match the requirements needed for creation feats to equal AP?
