Going by his fight against Alucard, Richter opens with Whip + Sub Weapons, in that order

Then I'm pretty sure Nero takes it, since he just needs a single good hit to end the fight with the AP advantage he has.

The fight would need to extend out for the hax that Richter has to come into play, but that's not gonna happen with Nero's raw statistics advantage.
