Looking at Luffy's profile he's no longer High 6-A in Gear 5th, now he's 6-B and reaches High 6-A with Bajrang Gun. Does the matchup still works?

Well, Cloud's AP is large enough to one shot and he can tank well the Bajrang Gun (it hits for 4.5 Petatons, Cloud is far stronger than he was when he could casually defeat people who one-shot warriors scaling to 12 Exatons). That said, from a quick look the Gear 5th does have some pretty powerful hax Cloud doesn't resist or really have an answer to such as Subjective Reality and Macro Quantum Matter Manip (Cloud's stops at Atomic). Not to mention Luffy has a much greater skill and expierence than Cloud at this point who has been actively fighting for a couple of months at most, despite his talent and intelligence.

but now i'd see this as an incon. Despite Luffy not being able to hurt Cloud, is Cloud able to kill Luffy? even more if we change the OP so that luffy doesn't get tired too soon via g5's use?

Has all Zack fair intelligence and skill+ Cloud hax literally make this a stomp, Cloud can use Barrier and Luffy is unable to do anything, because Magic in FF7 is spiritual/ethereal as it comes from the Lifestream

Second: Cloud can use Death and literally wins, simple as that, or let a Summon do the job, Shiva with AoE AZ is an instant win and they can tank anything Luffy has

And Luffy Subjetive Reality are not potent enough to survive instant death or AZ
