Bleach: Ulquiorra Downgrade

Espada like Barragan and Harribel can use cero oscuros but are still town level. However on Ulquiorra's page it says his striking strength should be around city level because he can use the power of lanza del rampago. Assuming he is city level becasue of the use of his attack doesnt make sense. And considering that he can go from town level to city level with just his second release really doesn't make sense. The most I would put him at is large town level due to him completely stomping Ichigo. However he can survies attacks from Hollow 2 Ichigo, and considering he has high speed Regenerationn, that should make his durability around city level. Also considering he was losing the fight gives good reason for this downgrade. So yeah his second release should be large town level but city level with lanza

Perhaps the way I wrote this may come off wrong, but on Ulquiorra's page its says he can focus the power of his lanza making his striking strength city level. I'm not sure who wrote that, but that was his attack, and he didnt show off any strength after that because he got stomped by ichigo. So he should be comparable to other espada besides Stark since he can fight against Shunsui

Wasn't that his lanza attack tho, How does that imply to the physical strength of his second release
