Oda isn't going to feature the brand new recruit of the Blackbeard Pirates, before he's even been shown in the manga with the rest of the crew, instead of featuring one of the established members of the Blackbeard Pirates.

Also, once we know for certain that Kuzan joined, Oda still doesn't correct the color spread and say Kuzan's stronger than Shiryu.
It's like Whitebeard, at the time, having the WSM title.
Then later we learn Kaidou has the WSC title, wihch actually puts him over Whitebeard ( or at least Oldbeard ).
But at the time Wb was stronger.

There's no real reason why Aokiji can't be stronger (physically) than Blackbeard tbh. It's not like Blackbeard would resign, or Aokiji would challenge him for the position.

1. Shiryu should be flat-out High 6-A for being the 2nd in command, making him flat-out superior to Jesus Burgess (and maybe Kuzan as well but I'm not sure).
