More like Restricted Bill is Low 2-C for being more powerful than the Shacktron which used the portal as energy. The portal can destroy the universe just by being fully operational.

The shacktron is not powered by the portal, nor does it use it to attack once. Giving tier based on that isn't any more logical than saaying it's 9-C because a bunch of hot teens running are it's powersource, or saying it's 9-B because of a t-rex head is one of it's mainb attack methods.

The teens could have been a power control mechanism. Your statement about scaling after analysis is a case by case basis subject. It is not always true. In this case, I rather used a quote from the Gravity Falls Book about how the Mecha is built and work then say it the teens that powered just the robots because of Mabel statement and the reading of power as the teen ran.Ricsi-viragosi said:
