Jotaro realized that Ghost Rider and Star Platinum is the same type of stand, so Jotaro can use Penance Stare.

And he has a strong spirit, which means he could have a Stand, and since Popeye would obviously have a Stand in the Jojo-verse, he can defeat Jotaro and Star Platinum.
