Baldur needs some work...

Simply put, Baldur doesn't possess all his abilities at one time. He never demonstrates his Absorption, Fire/Ice Manipulation and resistances to Fire/Ice until after his spell was removed.

As such, I believe that Baldur should have a key to reflect when he has his spell and when he doesn't. This will also effect his range as well. Going further with range, Baldur can produce shockwaves that travel at least several meters on nothing but pure force, which he later enhances with fire and ice.

Finally, I'd move that Baldur be granted Possible Resurrection. It seem like he can be temporarily killed but his spell will just bring him back to life and he'll heal. EX: when Kratos snapped his neck at the beginning of the game.
 
All Baldr feats are labeled as such. Whether or not he used them at different times in the game doesn't matter, he still has them.

Except it does matter. You're ingoring the Baldur isn't the same when the spell is active and when it's not. He doesn't display the the elemental absorbtion abilities until he regains his ability to feel.
 
Yes he does, in the first fight not only does he have his frost powers in the third scene but when kratos is too overagressive he catches the axe in his shoulder and absorbs the frost powers of the axe before he hits him. Also, baldr was not trying the first fight at all. At the most he was annoyed because kratos doesn't die instantly like other foes. He isn't trying because he has nothing to lose, he can't die nor feel anything.
 
That blue on him isn't ice, that's light. He often glows when striking, moving or accelerating at high speeds and it goes away once he stops. Also, when you get hit with his various shock waves it doesn't inflict frost.

When Baldur is using his ice abilities he stays blue, you can see an icy mist on his form if you look closely and his various attack inflict frost status.

Also, Baldur wasn't annoyed that Kratos wasn't dying, he wanted information. Even then, he only wanted it after it was appareant that Kratos couldn't make him feel anything. You also say that Baldur isn't serious and has nothing to lose but we know he was there because he believed that Kratos was the Guardian and knew how to get to Jotunheim and that the Jotnar knew how to get rid of his spell.

Getting rid of his spell was Baldur's primary motivation throughout the majority of the game. The line of reasoning you're attempting to use is goes completely against that.
 
Baldur isn't sealed by the spell though there is no reason to think that having the spell on him stopped him from using his powers.

He was kinda like Vergil from DmC or Adam from Nier Automata

While he had the spell he wasn't motivated enough to try and once he gets rid of it he goes all out
 
EVen if what you say is true, and his tattoes lighting up when he does frost attacks is just merely a representation of his light powers, it still doesn't matter. The spell doesn't take away his powers at all, he just had no reason to use them. Also, baldr wasn't there to get answers on how to relieve himself of his curse, he was there because odin sent him there. He thought Kratos was a giant and could make him feel something again, but after the first punch he just got an attitude of "Here we go again" and stop caring about the whole ordeal immediately.
