Going with Axl. Guy has more variety, them Ice and Water manipulation powers (something that Axel is very likely vulnerable to), invulnerablity and invisbility, and the fact taht he has some other stuff like turning any damage he takes into weapon energy or something like that.

Basically, Axl for me.

Leaning towards Axl due to greater versatility, the usefulness of his Hyper Mode, and his ability to turn into people like Ninetails to supplement his combat ability.
