I think that Swag is saying that she simply uses the nigh omnipresence to preset the Moon Cell to do the job as the match start.

But that's basically "AoC isn't immeasurable so it can't react in time to BB's nigh-omnipresence". Which is a blitz. Which is the reason why BB having her nigh-omnipresence allowed is nonsensical.
