Arrowverse Scaling

The plot for the arrowverse is all over the place sometimes. Hell, Vixen used the powers of a gorrila and backhanded Firestorm and knocked him out iirc.
Steel definitely doesn't scale to the flash, at least in speed.
Same goes for Atom and Fire Storm. They shouldn't scale in speed. I'm not sure about AP tho.

AP makes sense for Firestorm. Barry is 7-C in Season 2, and Firestorm is 7-C. If Atom scales to Flash, then he should be 7-C as well. But you're right, they don't scale in speed.
