Leonard Snart
At least Genius, Possible Extraordinary Genius: Leonard's most noticeable and dangerous trait was his intelligence, making him a very skilled planner and schemer as he repeatedly developed plans that he pulled off with usual success. Leonard's tactics are based on timing, precision, and preparation as he would often spend his time studying every detail of his heist from studying the security detail to police response times;[2] Mick has mentioned that Leonard is usually counting the seconds on the clock waiting for his plan to go off without any problems.[3] This made him a threat to meta-humans such as the Flash. Despite never graduating from high school, Leonard had repeatedly shown considerable knowledge in subjects such as biology and engineering. Leonard was shown to display knowledge of marine biology as he helped Barry Allen get pass King Shark by lowering the temperature of the room, making King Shark sleep. Leonard was also able to be very persuasive and charming able to seduce Valentina Vostok and able to sway the loyal Cassandra Savage, to turn on her father, Vandal Savage.[17][26] Leonard also had exceptional instincts that he considered to be almost like a "sixth sense," he was able to tell when something bad was about to happen just through a bad feeling.[27]

While not as proficient as Cisco Ramon or Ray Palmer, Leonard was highly trained in electrical engineering due to his father forcing him to come with him on heists when he was a child.[5] Once Leonard obtained his Cold gun, he had taken the gun apart and put it back together so many times that memorized how to repair it by hand.[12]Leonard was also capable of updating and adding additional features to his Cold Gun.[15] and once even knew just by looking at and feeling the weight of the gun that Cisco had removed a crucial internal component that allowed the gun to fire)

In addition to being able to avoid capture by the authorities, Leonard was also skilled at escaping them after being captured; with Mick Rory noted that they have escaped a few prisons together.[18] Leonard had also demonstrated the ability to effortlessly slip out of handcuffs.[23]

Mick Rory
Extraordinary Genius: Like Snart, Mick is proficient at mechanical engineering, as he regularly repairs his Heat gun and has memorized the entirety of its design and functionality, being more than capable of repairing the secondary internal fuel chamber without assistance.

After being trained by the Time Masters, Mick obtained a greater clarity and understanding of the manipulation of time. Like Rip, Mick now has full understanding of the time-space continuum, able to immediately comprehend how any changes in time will effect the rest of the timestream. Nevertheless, he often downplays his notion of time travel. Mick is also able to comprehend as well as simplify most situations, as he has demonstrated many times while Gideon was describing the Waverider's status.[12]

Bloodwork
Extraordinary Genius: An accomplished biologist with intricate knowledge of the human anatomy and physiology, with Barry even calling him among the most brilliant doctors on the planet, Ramsey was capable of experimenting on himself in order to find a cure for his HLH cancer and coming into the conclusion that he needed dark matter to complete the cure. He was able to successfully analyze Mitch Romero's blood to discover the effects of dark matter on his body and with the supplies of dark matter, he was able to use gene-splicing to help Team Flash defeat him. He was smart enough to know that putting his blood into the S.T.A.R. Labs particle accelerator would cause it to aerosolize. This would have allowed him to spread his infection instantly to everyone in Central Cityand at a much faster rate than having to use his Blood Brothers.

Nate Heywoold
Extraordinary Genius: Nate is a very intelligent individual, being a highly accomplished and resourceful historian, priding himself on deduction. With his deduction skills and extensive work with sources, Nate deduced the identities of Green Arrow and Rip Hunter's Legends, as well as the locations of time-scattered members of the Legends throughout history. Nate is very observant and sharp-witted, able to recognize that the timeline was starting to change due to aberrations, despite previously not being acquainted with the mechanics of time travel. He immediately thought to bring his findings to Oliver, Green Arrow and mayor of Star City, requesting assistance with saving them.[2] Nate's talents for deductive reasoning and analysis proved their worth even in the Legion of Doom's rewritten reality, where he soon realized how the world had been unnaturally altered.[26]

Nate has been proven to be highly trained with machinery. After learning about how time travel works, he was able to design an alarm system to detect aberrations in the timeline.[17]

Nyx
Extraordinary Genius: Possesses an extreme knowledge of Magic and Fifth Dimension artifacts. Is an expert at using alien weapons and other forms of technology and is an excellent manipulator and strategist.

Vandal Savage
Extraordinary Genius: With over 4,000 years of experience, Savage was an extraordinarily intelligent individual. Even before his centuries worth of experience, Savage was already an exceptional tactician and leader, being a close advisor to Pharaoh Ramesses II. His long lifespan had greatly increased his tactical and leadership abilities to extraordinary levels, being capable of associating with and offering guidance to various political and military leaders throughout history as well as also orchestrating many of the most devastating conflicts on the planet while tracking down and killing the incarnations of Khufu and Chay Ara for over 206 times, even causing calamities such as flooding the Yellow River of China, rumored to have been the most trusted advisor of Genghis Khan and having also guided Julius Caesar through the Gallic Wars,[6] as well as also instructing a dictator from the Soviet Joseph Stalin in tactical warfare,[9] while building an army over the centuries and leading and expanding it in secret and also engaging in illegal activities such as black market sales and human experimentation without leaving any traces to himself, doing it so well that the Legends found it difficult to locate the era where Savage left enough traces to be tracked by them, until his army became so powerful he was able to conquer the entire world, a feat that no other dictator has ever achieved, with Rip even noting he made the likes of Caesar, Hitler and look like children. The Oculus also predicted Savage was the only leader with enough forces and skill to repel the Thanagariansassault, which in any other outcome would end in Earth's destruction and would have made him a hero. Vandal was also a great businessman, as he was Tor Degaton's most trusted advisor and was entrusted with teaching Tor's son Per Degaton and after Tor's death becoming the regent of Kasnia Conglomerate, effectively leading the company and using it as a foothold for his rise to power. He had extraordinary perception that allowed him to quickly deduce whether or not people are truthful or not.

Savage was also an extraordinary scientific researcher: In 1958, as a psychiatrist of Harmony Falls Psychiatric Facility, Savage was able to do a good enough job to be entrusted with leadership over the top secret Hallway H and carry out many dangerous experimentation successfully. At this time, Vandal was also successful in extracting Nth Metal from a meteorite to use to experiment on the survivors of it's fall, though he only succeeded in turning his victims into monstrous bird-like creatures and failed to replicate his immortality. Upon witnessing Rip Hunter's team, he quickly realized that time travel was possible and was able to accomplish this feat nearly 200 years later after much research; albeit with the aid of the Time Masters to acquire advanced technology from the future.[5]

Savage was an incredible manipulator and deceiver, as he was able to subtly manipulate Sara Lance to distrust Rip and Ray Palmer to lose his temper on Kendra Saunders, causing Ray to unintentionally release Savage from his imprisonment. Throughout history, Savage had manipulated various parties into war in order to ultimately shape the world in order to accomplish his lifelong goal of conquering it one day while keeping his part a complete secret to most of the world, a goal he ultimately succeeds by 2166.[8] In addition, Savage was able to manipulate and deceive Per Degaton into becoming ruthless and immoral by feigning parental affection while teaching him darker aspects of life and was even able to easily get him to kill his father and make him the regent of Kasnia Conglomerate. Upon killing Per, Savage was able to deceive those who knew it into believing he actually saved the planet from Per by framing him as the one who unleashed the Armageddon virus on the planet.

Savage had proven to be considerably adept in engineering in his own right: With a piece of Ray Palmer's futuristic A.T.O.M. Exosuit, Savage quickly analyzed it was from the future and would have been able to reverse-engineer it with help from his engineers to develop a weapon far more destructive than anything in 1975 capable of destroying Central City in 2016. In 1958, he was able to modify the prisons of Harmony Fall Psychiatric Facility's Hallway H to contain the Manhawks caused by his experiments. In 2166, he was even able to use futuristic technology to develop The Leviathan, a robot far more advanced than anything in the era.

Savage possessed extraordinary medical knowledge, as he was able to pose as a surgical doctor in 1958[1] and also claimed that Jack the Ripper taught him a great deal about human anatomy.[3]

Savage had knowledge of magic and mysticism, allowing him to perform various occult rituals such as prolonging the life of his followers using Carter Hall's blood. Savage also knew the rules of his immortality, allowing him to cheat a final death many times.

Savage retained a clear memory, being able to recall events with excellent detail 4,000 years ago.

As a native Egyptian, Savage spoke that language fluently, in addition to English, Arabic, and German.

Despero
Extraordinary Genius: Due to growing up in an advanced civilization and being from the future, Despero is a tremendously intelligent alien. He knows how to operate various alien and futuristic technology, and could outthink his enemies in battle including the Flash, who is able to think at super speed.[3] Chester P. Runk has even stated that Despero thinks like Gorilla Grodd. During his final conflict with Team Flash, he came up with a full proof plan to win the battle, and would have succeed if he hadn't gotten arrogant.

Flash
Genius: Barry is an exceptionally intelligent man, as he skipped at least one year of school, studying in his junior year of college when he was only 19.[2] He impressed Carl Tanner with his up-to-date knowledge on his technical and complex work with recombinant DNA, gene splicing, genetic reorganization, and radical mutation. Barry has displayed quick-thinking and ingenuity in the field; he used a police star badge to rapidly cut through his glass container when he was being deprived of oxygen. Barry also trapped the mutated Tanner by wrapping chain-link fence around him.

Barry Allen works for the Central City Police Department crime lab alongside Julio Mendez. His brother, Jay Allen credited him for taking down Conway and his hijacking crew. He is also a skilled detective as he deduced Pike's gang intended to liberate their incarcerated members based on blueprints seen in their hideout. He's skilled in interrogation (as he was taught by his brother) and questioning witnesses. He is also perceptive, as he located Megan Lockhart's hidden camera in his apartment.

Barry had the mechanical know-how to disassemble one of Pike's men's motorcycles.

Barry can conjure convincing excuses for his absences and injuries, such as when he blamed his dog for his limp when he was really still recovering from being stabbed in the leg by Lila. Some people even doubted the Flash's existence, namely Officer Murphy. When beating a rigged casino, Barry deliberately lost at blackjack to make it look like he was not cheating.

Barry took an archaeology course in college, and gained additional knowledge while working at a museum during the summers.[2] He was his professor's favorite student, however, in his junior year of college, he switched majors to police science. Nonetheless, he is highly familiar with artifacts, such as the Mask of Rasputin and its functions and intentions.

Barry recalled the exact chemicals on the shelf he landed on when he was struck by lightning, much to Tina McGee's surprise.

Neron
Genius: As a high ranking demon with millennium of experience Neron has displayed great intelligence, and is an expert in manipulation, using his intimidation and reputation to force his opponents to make the exact choices he desired them to make. He was able to manipulate Constantine into joining the Legends by warning him he was coming for him,[13] which the demon later taunted him over.[10] Owed to his understanding of human motives, Neron is able to expertly take advantage of his enemies' vulnerabilities and doubts about their compatriots, alluring them to his side with promises that they would receive exactly what they wanted. Although he failed to do this with Nora Darhk, by reminding her how Constantine had essentially abandoned her following a failed exorcism,[14] he succeeded in manipulating Gary Green into joining his side with the gift of his severed left nipple and constant reminders that his so-called allies only ever treated him as a doormat.[11]He also forced Ray Palmer into giving up his body for him willingly, by threatening to hurt his friends, and tormenting him by slowly taking over his body, all to manipulate him into doing what he wanted.[11]

Lucifer Morningstar
At least Genius: As an Archangel Lucifer is a genius by earthly standards as he is naturally more intelligent than normal humans. Due to this, Lucifer has successfully ran his own nightclub for several years, has gained vast wealth and fortune and is one of the most brilliant strategists in the universe, with only his twin brother Michael and his father God being able to outsmart him. Lucifer has trillions of years of experience and is far more intelligent than angels like Manny and demons like Neron. Is a master manipulator a keen ability to understand the mental and emotional weaknesses, desires, and needs of his victims and determine how best to use them to his advantage and was able to impersonate his twin brother Michael, mimicking his attitude, mannerisms and accent. He also uses his manipulative nature to people deals with an unspecified favor to be paid back later, being able to easily figure out exactly what he has to and can do to keep up his end of the bargain, such as making an introduction or opening some doors. Lucifer is a skilled detective in his own right. He was able to notice that Rose's sub-dermal implants were Latin for "children of the goat", something even Chloe couldn't do. In "Spoiler Alert", when Chloe was kidnapped, Lucifer was able to call upon his own detective skills to solve the "Whisper Killer" case, impressing Ella Lopez with his ability. After the case was over, Chloe was impressed to hear that Lucifer caught a serial killer all on his own. Possesses gigantic knowledge about the Multiverse, celestial beings, mortals and Magic as an immortal Arcangel and can speak and understand all human languages on Earth.

Amenadiel
At least Genius: As an immortal Archangel, Amenadiel possesses gigantic knowledge and trillions of years of experience about the Multiverse, celestial beings, mortals and Magic. As the undefeated warrior of Heaven, he is one of creation's best in battle and strategy. and is far more intelligent than angels like Manny and demons like Neron.

Malcom Merylin
Genius: Malcolm was an incredibly cunning and intelligent man. An exceptional tactician, leader, and businessman, Malcolm founded and managed to run Merlyn Global Group as its CEO very successfully for many years, effectively overseeing the company's daily activities and ensuring its success as a multibillion-dollar corporation. He also successfully carried out multiple plans necessary to the Undertaking after six years of planning and development, eventually managing to successfully achieve his plans and even outsmart Oliver, a feat that very few ever managed to do, by secretly commissioning and smuggling in a second Markov Device, all without attracting any suspicions until Moira finally exposed him.[9][24] Malcolm was also successful in faking his death and staying hidden from both the League and Oliver for over a year.[25] Malcolm drugged Thea with Vitura to influence her into killing Sara without remembering the deed in order to escape from the latter and have Oliver fight Ra's al Ghul in his place.[26][32] Being also a key strategic advisor for Oliver during his conflict with Ra's al Ghul, Malcolm came up with the plan to dispose of the latter and install himself as the next Ra's al Ghul.[45] After becoming the new Ra's al Ghul, Malcolm displayed his strong leadership skills by effectively leading the League until Nyssa took over and disbanded the group. He also founded and inspired loyalty from the Thanatos Guild, a group similar to the League, even after Nyssa disbanded the organization.[2] After the Spear of Destiny altered reality, Malcolm was once again able to run Merlyn Global Group efficiently, regaining his status a well-respected businessman.[66]

Ra's Al Ghul
Genius: Ra's al Ghul was a great leader, as he had led the League of Assassins for more than a century with success since he accepted the offer of becoming its next leader. His extended lifespan enabled him to gain the wisdom of the ages and he is able to recognize and predict the actions of others, including their mindsets; Ra's was able to predict the future adversities (which he later helped to orchestrate) of Oliver and used this while attempting to convince the latter to succeed him. Ra's later performed killings dressed as the Arrow to frame Oliver and make Starling City turn against him. Throughout his years of raising Nyssa, Ra's would always find the sweets she stole and hid.[5]

Ra's possessed considerable abilities in science, having been able to come up with a concoction capable of destroying the Lazarus Pit if it fell into the wrong hands.[24]

Ra's possessed some knowledge of magic and mysticism, as he fully understood how the Lazarus Pit functioned, including how to permanently destroy it.

Talia Al Ghul
Genius: Talia is highly tactical, both in preparation and while in action, able to quickly analyze the situation and how best to handle it. Talia is an exceptional investigator, as she was able to uncover evidence of the last four years of Oliver's life including the list that his father left him. She knows much about the human anatomy, as she's probably the one who taught to Yao Fei about pressure point manipulation. In terms of healing methods, Talia can patch up most injuries on herself or others, as she was able to nurse Oliver back to health after he was tortured for several days first by Konstantin Kovar's and then by Ishmael Gregor's men.[1] She also has some knowledge of magic and mysticism, as she fully understands how the Lazarus Pit functions and is the only known person who has used it aside from her father and Malcolm Merlyn.

Talia is a very perceptive individual; she was able to understand the various riddle in the tomb of Al-Fatih, as well as memorize the marble inside The Chronicles of Al-Fatih containing the map to said place in a matter of few seconds.[4]

Talia is very proficient in toxicology and has familiarity with poisons, able to use paralyzing drugs on her victims.[4]4]

Talia is capable of fluently speaking English, Russian, and Arabic.

As a sorcerer, Damien possessed vast knowledge of mysticism including details on his idol, the Lazarus Pit and the Anansi Totem. Using a blood ritual, Damien was able to maintain his sanity while using the Idol's powers. Damien was also collector of rare occult and historical artifacts even before attaining his powers. He was a very capable leader, as he was the founder of H.I.V.E. and was able to lead it in secret so effectively that he was able to completely hide the organization's existence from the world at large and was clever enough that he was capable of both leading and keeping his organization's secretive nature while simultaneously avoiding capture from his former friend, Ra's al Ghul, for over a century. Damien is also very perceptive, able to tell that Speedy was trained by Malcolm and Sara's fighting style was of the League of Assassins. He was also able to deduce all the other identities of Team Arrow, once learning Green Arrow Spartan's identities respectively. His time with Thawne and Mallus also gave him a great understanding of anachronisms and time travel, allowing him to effortlessly presently Barry with a plan to restore the timeline. Damien's connection to his time stone further enhanced his understanding of time travel, matching or even surpassing Thawne's knowledge.

Damien was capable of fluently speaking English, German, Russian, and presumably Arabic, due to his former status as an "Heir to the Demon".

Captain Boomerang
Genius: Digger was a great tactician. He was able to use his knowledge of A.R.G.U.S to break in and almost kill Lyla Michaels. He was able to lure Team Arrow away from the Arrowcave to get close to an unprotected Lyla. In an effort to leave Starling City, he planted bombs in various locations to help make sure he did. Digger was even able to tactically outsmart Oliver; a genius and master tactician in his own right.

Digger was highly skilled with explosives, having rigged five connected bombs to detonate in various locations in Star City. He specifically ensured that the bombs must be defused at the same time.

Digger was able to track the Arrowcave using the signal from the mobile phone that he left to Klaus Markos.[2]

Ricardo Diaz
Genius: Diaz was an extraordinarily intelligent individual, which was perhaps his most formidable trait. He was capable of completely outsmarting not only Laurel and Anatoly, but even the extremely knowledgeable Cayden James into believing he was a true ally while in actuality only joined his cabal to use Cayden as a means to an end, by letting Cayden "thin the herd" so it easier for Diaz to take over the city.[7] Diaz was also an exceptional tactician, as during the time he worked alone, he was able to spread his drugs effectively while remaining off-charts and covering his tracks completely. The most prominent display of Diaz's outstanding strategical mastery was how he was able to devise a highly sophisticated and effective plan to take over Star Citystarting by having a doctored video of Karl Iscove making it seem like Green Arrow was the one that killed Owen Post, as well as leak a doctored picture of Oliver as Green Arrow to the public and the FBI in order to make him the public suspect and James to try to get revenge for his son, entirely fooling James and giving Oliver great trouble in finding out the truth.[7] Diaz was an extremely skilled investigator, he was among the very few who had managed to somehow deduce by himself that Oliver was Green Arrow. Diaz was also able to unearth that Roy Harper's death was faked and managed to track him down.[13] Diaz was always fully prepared for most situations that would put him in a disadvantage, like when he wore a bulletproof vest in case Eric Cartier tried to have him killed.[3] He was also an extremely competent and experienced leader, managing to take over the Scorpions and effectively lead it in secret,[1] and later upon taking full control over the massive criminal organization the Quadrant, effectively lead it single-handedly to the point of overwhelming the efforts of Team Arrow and A.R.G.U.S. respectively, backing Oliver so much into the corner that he was forced to resort to call upon the F.B.I. in order to fight against Diaz's army.

Diaz was extremely adept at many fields of science, particularly chemistry and biochemistry, able to manufacture drugs of great complexity and power, such as the substance used to stabilize John's hand tremors.[1] During a heist with the Longbow Hunters, Diaz stole a lot of chemicals he needed to heal his remaining injuries and enhanced his strength. In his hideout, Diaz was mixing the chemical compounds together and when he finished the mixture. He then injected himself with his strength drug and tested his newly enhanced strength for the first time.[20]

Being of Spanish descent, Diaz speaks that language fluently, in addition to English and Russian.[13][19]

Nyssa
Gifted: Nyssa is intelligent and well-trained in strategy and subterfuge. She devised a plan to poison Laurel and later kidnap Dinah Lance to force Sara Lance into returning to her and the League. She also kidnapped Thea Queen to lure out Malcolm. As the former heir to the Demon, Nyssa displayed leadership skills as she lead a team of assassins to battle Slade Wilson's Mirakuru army and retake the league from Malcolm. Nyssa was also able to infiltrate the Thanatos Guild and discover their endgame, even having devised a fail-safe to help her escape the guild if she was discovered.[1]

Nyssa is highly trained in first aid. She nursed Sara, who was dying of starvation on Lian Yu, back to health, and treated a sword wound on Oliver's hand after his battle with Ra's.[1]

Nyssa displayed a familiarity with poisons. She used a small amount of Tibetan viper venom to poison Laurel in a ruse to bring Sara back, and also immediately figured out that Sara had poisoned herself with said venom. Nyssa later used a dart laced with a sedative to make Roy Harper pass out.[1]

Sare Lance
Gifted: Sara is a highly trained tactician, as she set a trap for Al-Owal and his men when they ambushed her.[6] While a member of Team Arrow, the team often looked towards her for guidance when Oliver wasn't available. She is also very observant, able to deduce that the employees of the Bruemberg Group weren't what they claimed to be by picking up on small signs.[58] After Rip Hunter disappeared, Sara was elected to the lead the Legends by Martin Stein, who realized that she was the team's best tactician and the only one able to keep a leveled head in times of crisis.[68] Even Rip himself acknowledged Sara was the better leader.[83] Becoming a clone has not changed Sara's skill in the ways of observation or leadership, as she is still fully respected by her team, regardless of her changes, and was able to quickly deduce that Bishop was cheating death using clones. Sara was also able to credibly feign loyalty and enthusiasm to make Bishop free her from her room.[4] She was also very tactful and skeptical of Bishop's return and behavior, and wasted no time in preparing for the worst, quickly imprisoning him aboard the Waverider, and having him watched at all times by at least one member of the Legends during this time.[153]

During her time with Anthony Ivo, Sara was trained in forensics, chemistry, and first aid. She is capable of treating injuries and performing minor surgeries. Sara was also able to successfully identify the diseases of William Tockman[30] and Nate Heywood.[68]

On Krypton, she was a studious, hardworking child, spending hours studying Kryptonian history.[125] Kara easily excelled at advanced high school level math and sciences on Earth; she boasted to Alex Danvers of knowing Calculus by the age of 4[22] and was able to scientifically describe Caitlin Snow's meta-human powers.[65] Kara is very focused and excellent at multitasking, able to keep up with Cat Grant's rigorous demands as her assistant.[1][5]

Since becoming a reporter, Kara proved to be an effective investigator with strong instincts. She was able to connect the disappearance of Izzy Williams to a string of missing persons cases surrounding a shady clinic.[8] Kara also correctly believed that Lena Luthor was framed for delivering Kryptonite to Metallo[50] and was able to discover Beth Breen's plan involving Jack Spheer's Biomax technology.[55]

Kara has displayed familiarity with Kryptonian technology, which is much more advanced than technology of Earth.

J'onn J'onzz
Gifted: Because of his extended Green Martian lifespan of over 300 years, J'onn is exceptionally intelligent, being a highly skilled tactician, and being able to synthesize a special new variety of Kryptonite just for Bizarro. He also ran the D.E.O. efficiently for over fifteen years. J'onn is very understanding of his Martian heritage and after doing half the reach with his father he has learned more of their Martian life from it.

Thea Queen
Gifted: Thea has proven to be very savvy and intelligent, though not quite on an academic or scientific basis. Upon taking over Verdant, she became a successful businesswoman and was able to run the club perfectly despite not having any degree in the subject. Thea also had an aptitude for politics, efficiently helping to manage Oliver's mayoral campaign. As Oliver's chief of staff, Thea proved to be an excellent politician and often picked up the slack for her brother in his first few months. She is skilled in strategizing and planning, having helped Oliver and Felicity Smoak set up a fake wedding to lure out Cupid. Thea is also able to use her surroundings to her advantage when in battle, as shown when she triggered a booby trap to fend off a group of assassins of the Thanatos Guild.

Thea is a highly skilled investigator, able to trace a wallet chain to Roy Harper, who stole her purse at the time.[23] She also utilized these skills as a vigilante, such as determining Cupid's victims using her knowledge of celebrity gossip.[95] Thea can sense when someone is lying to or hiding something from her, as she figured out that Oliver and Moira Queen were secretly fighting,[41] noticed that Oliver was keeping a secret about Sara Lance,[13] and that something was bothering him during a mission in Central City.[96]

After being trained by Malcolm, Thea became familiar with poisons, able to detect disguised cyanide in red wine.[56]

Roy Harper
Gifted: Roy is intelligent and an accomplished tactician; he was able to come up with a plan to exonerate Oliver of being the Arrow and later fake his own death.[54] Roy is also an extremely capable scout, combined with his training; Oliver regularly sent him out alone to scout Star City to keep track of criminal activities. Roy was capable of even tracking Nyssa al Ghul, a high figure in the League of Assassins, without her knowing. Roy is also good at math, able to deduce alongside Felicity Smoak the next number needed in the decoding of Malcolm's box.[60]

Roy was trained by John Diggle in first aid, allowing him to stitch up wounds.

Dinah Drake
Gifted: Dinah is a sharp-witted individual and a highly skilled tactician. As an undercover cop, she has excellent skill in subterfuge, having successfully worked underground in and dismantled multiple criminal gangs/organizations.[3][4][6] Dinah even spent three years undercover in Sean Sonus's gang without being caught. As a police detective, she is an experienced tracker, having formulated a network to figure out where Sonus was hiding.[2] Dinah was even able to track down Laurel Lance on her own in her pursuit of revenge.[30] Dinah is also an excellent investigator, as she worked with Quentin Lance and Curtis Holt to root out the corrupt cops in the SCPD. Dinah gained multiple skills from her undercover work, which she utilizes as a vigilante.

Dinah has considerable knowledge in safe-cracking, having once worked undercover in a safe-cracking gang. Using these skills, she came up with the idea to use hydrochloric acid to weaken the titanium hatch of an EMP-impacted Arrowcave to rescue Oliver Queen and Felicity Smoak, which would also ensure that the high levels of leaking methane gas wouldn't be ignited.[4]

Gypsy
Gifted: As an elite field officer, Cynthia is shown to be sharp-witted and intuitive. A skilled tracker, she was able to follow H.R.'s trail through the multiverse with ease. She is also very alert, anticipating H.R. and Barry's attempt to subdue her. In battle, she is very efficient using her powers in unison with her combat skills, using her breaches to appear from one location to the next during battle, leaving little time for her opponents to counter.

Cupid
Gifted: Carrie is an excellent tactician, capable of designing complex plans. She was able to abduct a heavily guarded mob boss and lure the Arrow to their location by leaving trails of clues, predicting his exact actions. She was also able to lure out the Arrow by threatening the clubbers in Verdant. Carrie also is highly adept at using her surroundings to her advantage. According to her psychiatrist, Carrie can sense when people lie to her.

Carrie is skilled in manipulating others, seducing Kirby Bates into helping her.[1] She also used a clueless facade to distract a correction officer, allowing Liza to kill him.[3]

Possibly due to her S.W.A.T. training, Carrie has excellent experience with explosives, using a bomb vest and a wired detonator to hold a mob boss hostage.[1]She was also able to rig an entire building with C4 explosives.[8]
