Hercule is an actual fighter, while Speedwagon is just a street thugh that was beaten by a single kick of Pre-Hamon Training Jonathan Joestar's powerful horse-like legs (who would lose to Hercule too, by the way).

Yes, I remember, but that same exact Jonathan also fought Dio when he first became a vampire (9-A)

Dio was obviously toying with him. He repeatedly underesetimated JoJo untill he finally recgonized him as worthy in their final confrontation at the ship.

EDIT: And in the final moments of their battle at Dio's castle too.
