You can, yes. Just create a discussion thread there, input all the stuff you want and others might chime in.
Alternatively, you can use the sandbox feature on this forum and write it there. Then you can copy and paste that elsewhere in the future.

There are two source editors, one with the classic pure wiki code and one that mixes in certain visual editor properties. You should preferably change your personal user editing settings to automatically use the former in order to avoid problems.
