Personally I believe Kira would win because, 1) All he needs to do is touch Joker then BOOM, 2) Sheer Heart Attack has no weaknesses, 3) Bites the Dust, and 4) Stray Cats explosive bubbles to distract.

I would say Kira mainly beacuse he is actually a criminal while Akira is more of a vigilante, with Kira killing people without a second of regret while Joker tends to keep some form of a moral high ground.
