Akame Ga Kill: Susanoo and Bulat upgrade

So it's said that Bulat is almost as strong as Esdeath. So Bulat should be moved up to MCB while Susanoo goes to Small Town level, since he did fight on par with her. Also this is Susanoos trump card from only.
 
I thought this was already discussed here in this thread ?

Anyways, Susanoo's Trump Card form did manage to match Esdeath in combat before going down, so I am thinking Small Town level sounds okay here.

Not sure if Esdeath was going all out in that fight though.
