I don't know if Pilgor has Win Conditions other than turning into Professor Goat to use a black hole on Spongebob, or turning into Tornado Goat & using Air Manipulation to BFR Spongebob. Maybe?

Then again, given Spongebob's Small Size, he might be light enough to throw into space, considering Pilgor has Class 50 Lifting Strength vs Spongebob's LS of about 209.3 kg; Pilgor outlifts Spongebob by around 119.44x, more or less.

However, Spongebob being 10.16 cm tall means she'll have a hard time getting her hooves on him, & unless she's more durable or can evade him from a leg's distance away (Google says an average goat stands 41 to 58 cm tall at the shoulder; Less than a meter.).

Mid-High: The ability to regenerate from having all biology completely incinerated. This includes being reduced to ash, dust, smoke, vapor, or plasma.

Spongebob's Regeneration being that means Pilgor's Explosion Manipulation, even if it could easily encompass him, given his small size, may not actually be a win condition.

How do her Time Stop & Gravity Manipulation work? What about Paralysis Inducement?

& which of these is she likely to use in-character, & how much so?

In theory, she might have win conditions, but for the time being, the likely ones seem to be throwing him into space, trying to BFR with Air Manipulation (If Tornado Goat can do that.), summoning a Black Hole, or MAYBE pinning him.

....Oh, & I guess burying him alive might work, since he can't lift more than 209 kg, but given his Shapeshifting & Small Size & such, it might need to be a very thoroughly sealed tomb to keep Spongebob down.
