They are almost equal in AP, Acno is a bit superior but Garou's reactive evolution will make the difference. Garou can also predict and copy, not sure how would he use martial arts against a dragon

This is actually pretty close, Acnologia has the range, mobility, and durability advantage. Garou has the skill advantage plus reactive evolution.

This fight basically boils down to can Acno keep Garou at far enough distance and beat him down with ranged explosions till Garou over taxes himself.

Right now I'm gonna say Incon as it all depends if Acno can maintain his flight advantage or not.
