That's why it's a unknown if he can use magic properly now since it was never shown in NT22R just mentioned by Qliphah. So it's likely he can it's just there's no concrete proof, at least for now.

The thing is though he really couldn't. While yes he could use spells but because he didn't understand how to truly refine his life-force into mana, he couldn't truly use magic properly. This was both pointed out by Qliphah and the narration itself after he defeated Nephthys.Malox1696 said:

Wasn't Accelerator able to use magic by funneling the backlash into something else using his powers? Regardless, he can at least reflect, disrupt and control other people's magic now.
