Accel is at his 7-B version and Lucy is at her 7-C version. They start from those versions, but eventually enter to their strongest versions as the battle progresses. Speed Equalized.

Who will win?
 
Lucy can't win this as she only attacks with vectors while this dude controls them entirely plus his barrier won't allow her to hit him and we also have AP diffrence so Accel one shots.
