Sooo I read the issue where Thor (Eric Masterson) fought Juggy and used God Blast on him. And I found out exactly why a Galactus-hurting, Celestial's armour-cracking blast failed to do no damage: Because Thor was weakened. The fight happened in Thor #411, God Blast happened the issue after.
Way back in Asgard's war against Seth (Thor #397), Thor was bereft of his power, so Loki lent him a portion of his powers. This later led to Thor suffering spells of weaknesses that grow in intensity and frequency, leaving Thor far weaker than the previous one. This was addressed right after the fight with Juggernaut (Thor #413).
So there you have it. Juggy only took what was a shadow of the power that almost killed Galactus and cracked a Celestial's armour. And if you read the fight carefully the blast surprised and pushed back Juggernaut more than any of weakened!Thor's previous attempts.
