Anyway, bloodlusted 2nd form Cell has far more versatility, stamina, skill, range, and lifting strength. He also has better flight, Regenerationn so good you have to vaporize him to get rid of him (I know he said he could only regenerate if his nucleus survives, but he survived his entire upper torso being vaporized), absorption, and self destruction.
Woody dominates in a fist fight, but Cell could stand back and fire ki blasts. If he continues to have trouble, he can try to absorb Woody. Given he only uses the swallowing method three times (one of them in GT), he will likely go for the stabbing method first, which will be difficult given Woody's size. Cell can eventually use Solar Flare on Woody before trying to stab him. When that fails, he would try the swallowing method, assuming that even the swallow method works on inorganic beings. If not, Cell will likely get more and more pissed until he eventually initiates his self destruct sequence. After that, Cell would win.
