Cell for far superior flight (can fly freely while Woody needs a rocket), stamina, versatility, skill, experience, range, ruthlessness, his Regenerationn, lifting strength, and his ability to destroy the planet and survive in space (Woody has no energy attacks and therefor no way to bounce the attack back at Cell if he tries to destroy Earth).

Woody may have a significant AP advantage, but Cell has everything else.

Cell is outclassed in AP, but he has versatility, stamina, Regenerationn, skill, range, natural flight, lifting strength, and battle experience. Plus, again, he can destroy the planet.

It takes more than strength to win a battle.

And planet busting seems to be his only win-con. Stamina? Well Cell won't be exhausting Woody due to being so much weaker (And Woody still has Very High stamina), Lifting Strength? Okay what does he do with that? Crush him? Well he can't since Woody's too durable, yeet him into space? While Rocket Ruckus doesn't have the best range it would still stop him from being BFR'd and it doesn't matter where he lands due to his speed, now what about destroying the planet? Well since all of Cell's attacks are so much weaker then Woody he could just deflect them (And blasts in Dragon Ball have been knocked away by comparable opponents before much less someone over 200x stronger). skill, regen, and flight are nice but all they do is make Woody unable to kill him. So if this isn't a mismatch I may go inconclusive

Well, We've seen Cell survive his own blasts before (when Gohan deflected his Kamehameha back at him right after becoming a ss2), and if he fails the first time, he could try again aiming for any ground rather than specifically targeting Woody.

Well, We've seen Cell survive his own blasts before (when Gohan deflected his Kamehameha back at him right after becoming a ss2), and if he fails the first time, he could try again aiming for any ground rather than specifically targeting Woody.

I'm not saying he would kill Cell with his own blasts, just that he would keep Cell from blowing up the Earth

And since this is 2nd form Cell he would probably try to planet-bust by self destructing which wouldn't kill Woody but it would kill him

And he wouldn't go to planet busting until he realizes how much Woody outclasses him. And (Unless Cell can sense energy) the only way for him to realize that is for Woody to hit him which given the AP gap well...you know.
