I'm voting Star due to Luffy often shouting his name and saying he'll be King of the Pirates to everyone as well as her hax abilities.

Luffy's the better fighter, and has comparable ranged attacked. But his rubber body protects him from physical strikes and erasing the air isn't enough to take him out due to what I and others have mentioned above. Luffy in character will give his name, so Star is more likely to kill him by stopping his heart than he is of killing her.
