Seemingly. Everything I can find on his helmet indicates that it's more a mystical artifact from the realm of Cyttorak that just nullifies any attempt to mentally attack him, with a particularly impressive showing that's listed as his resistance being that it shut off Xavier.

Also he'd need to pull this thing up instantly and consistently, do it with a thought, etc.

This sounds like an ability he has to actually use, not an equipment. By helmet, I was talking about Juggernaut.

It's either null or resistance. Not both. I don't even think Juggernaut has it listed as power null.

I'm going off of what I've looked up for Juggernaut in general.

Also, it is possible to have both nullification and resistance lumped into one. If its a resistance via nullification or something, that still applies.
