I really don't think we should be using the higher-end explosion durability to determine the tiers of DC's and Marvel's street tier characters (at least for their normal base levels). Virtually none of their striking/AP feats ever compares to such durability and I'm certain you could find comics...

Looking at the behind the scenes stuff, they say Krypton's core was so messed up because they kept adding mass until it probably became a neutron star, which is probably why the debris couldn't completely break away for such a powerful explosion.

I think that might have been another Atlantean King, although I do think Atlan lived an abnormally long time. Might have been a Demi-God child of Poseidon like Diana, which might explain why the nobles of Atlantis are more powerful and could still breathe air.
