He's still a smurf. Unless someone above his final key interferes, Gao Chuan is almost guaranteed to reach High 1-A.

Basically, since their High 1-A Keys are beyond time and stuff, they're past selves are automatically guaranteed to become their High 1-A selves, even if other potentially High 1-A Beings try to stop them. In fact, it's only because other potentially High 1-A Beings are trying to stop them, that they don't jump straight past their 1-A Key to High 1-A.

Not everyone on this list has to be a Smurf to be on the list lol. This is just the strongest characters in general. If there aren't enough smurfs to fill the tier then naturally other characters are allowed to take spots.

I didn't only mention Lucifer. Spectre is presumably the embodiment of the Presence's ideas. The endless are a wave pattern of ideas, so I don’t think he can even interact with their type of abstractness anyway.

Ok, now that both profiles are done I can do this properly, so Joshua van Radcliffe.
- Starting off, like Gao Chuan, Joshua is a High 1-A Smurf, as in he cannot die until he reaches his High 1-A Key and every ability he has originates from either himself or some other potentially High 1-A Beings. Secondly, Joshua and every other being in his Multiverse is blessed by... himself. Unlike Gao Chuan who gave all humans supernatural willpower that can do pretty much anything, Joshua's miracles make it so that as long as a being has perseverance and determination, his future self with drop some High 1-A Miracle to help their situation. Whether it be through probability manipulation, law manipulation, or straight-up creating another path to victory, even if only two options exist.
- So with that in mind, he should share a spot for #1 in 7-A; Although Joshua is more skilled, they'll end up fighting to a draw since Gao Chuan's 2-A True Body is elsewhere, and they wouldn't be able to kill each other cause of their High 1-A selves.
- He should get #1 in High 7-A; He has some 1-A Supernatural Luck & Precognition and will gain resistance to any ability that is used against him once. Not only that but he will also be able to replicate sed ability right away, though it will take time to master. He can nullify all magic that affects him, and if that's not enough can straight up cancel the effect of all negative statuses, effects, and spells with [Avatar], one of his abilities. Oh, also he has Immeasurable Speed-level Instinctive Action, so nothing is blitzing him.
- I think he can go for #2 in High 6-A; Joshua is literally the perfect version of himself in all the infinite parallel timelines/universes. That means, that even if his other infinite versions make mistakes or errors, he won't. He will make the right choice, every time, and as long as there is a chance at victory he will fight the exact way he needs to, reach it. This works even against beings who can control time, probability, and stuff like that. Oh, and as a Legendary-Tier Being, he will always have an idea of his enemy's abilities, even if they're from other words. So he won't be caught off guard by anything and can boost his durability, which is already Low 5-B to High 5-A if needed.
- He can take #1 in 5-B; Although he can't beat Lu Zhiyu, the whole King of Miracles thing will kick in order for him to find a way.
- He can also take #1 in High 4-C; This is going to be another Lu Zhiyu situation where a miracle has to come in and save the day.
- He can take #1 in 4-B; They pretty much fully resist one another, so it's going to come down to a straight-up battle, which Joshua will win because of miracles, and cause he's perfect.
- He can take #2 in 3-A; He has 1-A Invulnerability, Reality Warping, Mathematics, Conceptual Manipulation, & Physics Manipulation, in this key, which scales above Fang Xiu's.
- Lastly, he can sit with Gao in #3 in 1-A and a free spot in High 1-A.
