1. Usually it's preferred, as manipulating X is typically seen as different from manipulating the concept of X (i.e. manipulating fire vs. manipulating the concept of fire)
2. I would be inclined to agree with this, as even the Conceptual Manipulation page dictates that it must be the manipulation of an abstract idea. As such, I believe that manipulating/creating abstract ideas is synonymous with manipulating/creating concepts, and would thus qualify for Conceptual Manipulation. As for beings made of abstract ideas, you may want to check the Abstract Existence page to see if any being you're thinking of falls under that. A character doesn't necessarily need Conceptual Manipulation to interact with such characters. The ability to do so could simply fall under Non-Physical Interaction without further context. (Example: If a character can interact with another character that is made of the concept of dreams, it would be Non-Physical Interaction without further context, but could be Conceptual Manipulation if it's explained that they are able to interact with said character because they can manipulate the concept of dreams)

This seems very oddly specific but alright.Going by this example, it's a bit tough to say. Based on what you said though, I do believe that manipulating order and chaos in this context would be Type 1 or 2 Conceptual Manipulation, as affecting these also affects the entire reality they govern. The type would depend on whether or not order and chaos exist independently from the reality they govern.TL;DR The word "concept" is usually helpful in determining Conceptual Manipulation, but is not always required, and your example would likely fall under Type 1 or Type 2 Conceptual Manipulation. However, I suggest getting additional input just to be sure.
