I heard a saying ""Possibly" does not give tier". What does this mean? Is this term used in the wiki?

If a character is "3-C, possibly 3-B", can this character be treated as 3-B in versus Threads?

Character A is "4-C, possibly 4-A".
Character B is straight "4-A".
Can both characters be considered as 4-A in a versus thread?
Doesn't possibly mean giving a probability below 50%? Why do we validate a very low probability like possibly in versus threads?

Monkey D. Luffy for example has a possibly tier 5 key and it was used in this matchup against Asta.

Another example is Po from Kung Fu Panda, who has a likely High 8-C key and it was used in a couple matches.
