Eh Garou without cosmic makes a lot more sense cosmic Garou feels way beyond Kazuya and devil Jin scorching the planet ain't matching Cosmic Garou abilities and scale

Honestly I think including Cosmic Garou would work really well. You can have him and Kazuya start in their human forms, then escalate to Devil Kazuya vs Half-Monster Garou, then True Devil Kazuya (Tekken 7) vs Complete Monster Garou, then escalate it further to True Devil Kazuya (Tekken 8) to the final form of Monster Garou, then finally have Garou go into his cosmic form which becomes the point in the fight that Kazuya can't keep up anymore and sets up for the killing blow.
Yeah cosmic still makes it a stomp, but most match ups end up being stomps if you try to make it at least somewhat thematic and/or make the fighting styles work with each other.

Rugal isnt a bad choice either, he has quite a lot in common, but i honestly wanna see Rugal vs Bison
Latter needs a comeback especially after SF5 made him the biggest big bad in it and the buffs he was given in there, JP in SF6 meanwhile shown how Psycho Power capabilities it has further more with him and Bison should have them too
Rugal is also too cool and favored even by devs as constant boss material, so give him to Bison and its fair too

Chapter 1 alone if you ignore anything else completely is also still too much for Wesker
-walks off from a crashed helicopter and fire laughing
-stands near a rocket exploding during his fight and just comes out to punch Jin
-laughs after Jin super move
-gets kicked into a phone booth by Devil Jin
-gets pilled by cars telekinetically plus lasered to oblivion
-dragged across a building grabbed by the face
-slammed head first into another building as its collapsing
All base form, meanwhile Devil
-wins a beam struggle vs Devil Jin and gets the upperhand on him
-dodges enraged Devil Jin lasers
-blasts him with a laser stated it took out a couple of city blocks
-blasts how many military satellites from space in a short timeframe to reach up there
He needs just that little only to still stomp and thats lowballing Kazuya big time

Aside Kazuya, excluding Jin and Heihachi, what other good Tekken characters could get matchups (and against who)?

Bryan (vs Kano, stompy but who else pops up better for former)
Yoshimitsu (vs Kenshi, Genji, Raiden (MGS), most i seen, overall stomps)
Paul (vs Guile/Ken, never saw better ones then this)
King (vs Incineroar, Tizoc/King of Dinos, Tiger Mask, last one is very stompy)
Alisa (vs Penny, most requested for the former overall, not the stompiest, but Alisa still wins, i assume you can wank RWBY to make it look fairer tho)
Nina (vs Black Widow, Cammy, imo prefer former, even if stompy)
Anna (vs Ada Wong, only one i found pop more to me, only Tekken vs RE match i can accept, but again stompy)
Steve (pretty much any boxer character in gaming or anime, popular enough or decently known, none i saw though remotely stand a chance to him, his ending in T8 also had him beat all classes of boxers, besides heavy weight, which he didnt yet took part in)
Law, Lars, Raven, Reina, others that i can think of popular enough, but seen no match for them around, besides generic or eh ones

Well there's a statement of Ultimate Form being the strongest since Ichigo which make him at tier 2 but it's just an "likely" tier otherwise he's in planetary tier at peak
And without using their strongest form they are pretty equal to each other (City to Island level)
