The characters are literally the same as their 616 selves until a point. That's literally how the universes in What If work. They are same to 616 till a point. In Episode 8, the point was Ultron succeeding in transferring his consciousness to Vibranium body. It is even shown by using the Nexus Event screen in the promos.

The issue there was that we had counterpoints that the universe was different besides just Ultron:
- Thanos had the Soul and Time stone in 2014, meaning someone thing unrelated to Ultron was radically different
- Gamora and the GotG were alive in 2014 as seen by Ultron's attack
- Xandar was completely fine rather than devastated when Ultron attacked it
Captain Marvel needs something stated or confirmed to indicate she also isn't different. For all we know she's just randomly stronger in this universe like Party Thor was or randomly weaker in this universe like T'Challa Starlord Thanos.
