I was against it at first as well, that being my main argument. But later on, Tatsumaki outright states that the ghost surpasses her powers. Then Fubuki reconfirms it, even calling him "Dragon or higher"

Like Magmag said, he resisted Tatsumaki's powers. Somewhat effortlessly, in fact. Of course, it's hard to say how much Tatsumaki was using. There's little reason to think she went all out. But she was definitely serious and kind of scared of him, but part of that is because she thought he was a ghost and that her powers just didn't work at all. Which is probably a Mob Psycho reference, because one of the main parts of esper powers in that series is the ability to exercise spirits.
Based on Tatsumaki's reaction to what happened, and Fubuki even saying the being in question would need to be threat level Dragon or above, we can guess it still makes Mid-Training Saitama a top tier, likely even top 10.
