By the way guys, not sure if anyone brought this up already but...
In this revision, Garou doesn't force himself to evolve into the giant plane-looking thing with the 4 arms like before. Nor does he need to force himself to evolve at all. It seems like his body just reacted to his rage and grew additional arms like he (presumably) wanted in the moment. So it's still very much a passive ability.
Another thing is... His durability is better here. In the original Garou's arms are broken by Consecutive Normal Punches. Here, he is basically unaffected in terms of damage. As we can see he still has 4 arms after being pummeled.

I noticed, God appears further out at sea and then takes a step towards Garou. He does this while Garou is falling apart from Saitama’s punch and hasn’t gotten very far, despite taking a punch strong enough to one shot him. Possible god speed feat? /s

I also believe the calculation is incorrect, as the Tareo that was rescued by Saitama is much younger than the one with Garou (Unless it's considered that he hasn't grown at all) The link of calculation

“God” seems to be incorporeal still. When he steps, he doesn’t actually leave imprints or affect anything like Beefcake did. The water doesn’t even ripple. The “splash” is just an effect to show an impact of the action but there’s no actual effect from God.
