It basically goes back to "If you do not take the value as accurate measurements, ‘several tens of' is just another way in saying 'several dozens of'".
If the statement is meant to describe accurate figures used in multipliers, then "tens of" is a slightly more accurate words.
If the statement only tried to portray a rough idea that something becomes way more powerful, then "tens of" is just as good as "dozens of".

I don't read this manga series, to be completely honest. So I am not sure what this organisation called Akunin is about.
But she is essentially saying, "Oi brat. It seems that you're holding something quite intriguing over there ey."
Tempestdragon is perhaps using Optical Character Recognition to translate, so it sounds slightly off. Nothing wrong with using OCR. I used it back then when looking up unknown vocabulary while reading manga. But if you want to translate, it's better to know the basic grammar of Japanese and read lots and lots and lots and lots of books in that target language and try to translate because you'll bypass any language barriers.
