In the last Marvel revision that upgraded many to 3-C, some characters like Quasar and Cosmic Spider-Man were left out.
I'm not sure if this should be its own thread, or if there's already a thread for it, but I saw none.

They should indeed be updated if 4-B scaling no longer exists, but I'd go ahead and make a thread about it to get some recruitment.

They don't scale to 3-C. They scale to Nova's 4B calc (see his Dura section)
No need for that, already discussed it in the initial upgrade thread and the rescaling thread.
