His eye is, quite literally, without a doubt, still connected to his body. It’s just offscreen. You literally make stuff up for Boros’ sake. You can make out his teeth, chin and general head shape and hair. His head is intact. He isn’t “just an eye”. Most of his body is still there.

I don't see how he's being dishonest, especially since he is motivated about being winning the fight (something that wouldn't be possible if he knew that wasn't the case) and he is at a far distance from Saitama, meaning he can't really see the damage/ believes the bruises that Saitama has (which are probably dust or something) are actually wounds.
Because Collapsing Star Roaring Cannon drained all his energy. It doesn't show the limit of how much damage Boros can take before his regeneration doesn't work. It shows no energy = no regenerationthe power ran out and he died
