Goten and Trunks should both be comparable to Cell games Goku at this point so together they likely push the supressed Cell slightly further, but not enough to actually challenge him.

Seeing as Cell constantly tried to push Gohan as an attempt to unlock his hidden power, it might be in-character for him to allow Goten and Trunks to fuse. At which point this probably becomes a stomp.

No, but Cell will never be stronger than Gotenks so Gotenks has plenty of time to kill him, especially since they should know that Cell is a massive threat since they can both sense his power level and, I can't remember if this is true or not, but I'm pretty sure that Gohan at least told Goten something about him.

He does, but he's also on a 30 minute time limit which Cell can very easily take advantage of with zenkais and regeneration. Gotenks would also likely toy with Cell

So Gotenks hitting him really hard will do nothing unless they evaporate him instantly, which they won't do since they're extremely arrgogant and like to toy with their enemy. Even when they got the advantage over Buu they goofed around rather than finished him

Cell has knowledge of the Fusion Dance, meaning it is aware of how the technique is performed and its effects. With that knowledge, Cell is most definitely going to make sure that they do not fuse and overpower it. The reason it tried to abuse Gohan and force his hidden potential out was because Goku hyped this power up, and that naturally piqued its interest. With Goten and Trunks, however, Cell is trying to defeat them — nothing like the Cell Games, a tournament it hosted in order to entertain itself.

And, since Gotenks is not happening, the two of them simply cannot win. They are, at best, a fair bit stronger than Gohan when he participated in the Cell Games, but that level of power is still a drop in the water compared to the level of power that Cell possesses, even while suppressed.

They have no wincon because Cell knows they can fuse off-bat and is definitely going to prevent them from doing so.

Cell was going for the kill in the Cell Games too, him having saiyan pride and freiza's sadism in his nature he's at least going to try and entertain himself with the fight, he won't just off them instantly.

Cell has knowledge on the fusion dance, but not on how strong Gotenks is. He'd be extremely curious as to how strong they could possibly be, and even with data on how absurdly powerful Gohan's anger can make him he still let him get angry; there's a very good shot he'd let them fuse after a bit of fighting against the both of them to make it more entertaining or to humiliate them.

He didn't even recover after when Gohan literally blew him into pieces with the Kamehameha, So how is that not going to work?

They can trick him somehow (hyping the fusion's power in order to make Cell overconfident, blind him with a Solar Flare so they have time to perform the Fusion Dance, etc)

I feel like the way this fight plays out is they start off doing a 2v1, Cell gets bored and asks them to fuse for him, and Gotenks starts toying and stomping him really badly, he either ends up self destructing and blowing up the planet or he ends up getting blown to bits and waiting for them to defuse to regenerate and kills them while they're defused. Voting Cell but its a pretty fair fight since Gotenks could very easily just kill him

I don't think Cell would come back at all if he can sense that he's still far far weaker, he may just camp Gotenks out
