Now, why I suggested Foxy to have this. Well, let us look at what his profile describe his Noro Noro no Mi
Radiation Manipulation and Statistics Reduction (Ate the Noro Noro no Mi, a Paramecia-type Devil Fruit that endows him with the ability to emit noroma photons. Said photons slow anything they touch to a near standstill for thirty seconds)
Okay, good good nothing looks wrong here except for the fact that this doesn't describe Foxy abilities to essentially slow down an object's time: [[[Slows down the timer on a bomb and Rides on slowed down cannonballs]]
Statistics Reduction doesn't describe this effect- "The functional inverse of Statistics Amplification, Statistics Reduction reduces the overall parameters of one's opponent, such as physical or magical strength, defense, or speed, to hamper their fighting capabilities." This, in Foxy's case, is describing him when he is affecting a human opponent and making them move at snail speed, like Luffy. This doesn't describe him affecting inanimate and inorganic objects like cannonballs or bombs.
Radiation Manipulation doesn't tell describe this effect as well.
HOWEVER, in the Time Manipulation's page - Time Manipulation (sometimes called Chronokinesis) is the ability to control time itself. Examples include time travel, precognition, ''slowing down time'', speeding up time, stopping time, etc.
Foxy is slowing down the time the object would normally take, like a bomb, to explode. Ex. A bomb would say take 10 seconds to blow. With Foxy's fruit, as showcase in the link above, would take like 40 seconds instead. The same with the cannonball, he is slowing down the time it would take for the cannonball to reach one destination to the other for 30 seconds.
Since, he can only slow down time and nothing else. It should be a very Limited Time Manipulation!
